27. What are the most important steps in implementing the EHL programme?

Depending on local circumstances, the implementation of the EHL programme may differ from one country to another. However, it is suggested that certain important steps be taken by all education authorities:
- organising a meeting between curriculum development officials and local representatives of the International Committee of the Red Cross (ICRC) and/or the National Red Cross or Red Crescent Society, to discuss the rationale for implementing EHL;
- deciding whether to implement EHL in some or in all schools;
- selecting teachers for pilot testing and training them with the assistance of an experienced EHL teacher-trainer;
- making use of the Guidelines for experimentation and evaluation during pilot testing or experimentation;
- finalizing how to fit the EHL programme into the curriculum (in school or in out-of-school settings, as additional, optional or compulsory subjects, as part of one or more subjects, etc.) and which EHL resources to use;
- translating the EHL materials, if needed;
- training more people to teach the programme;
- evaluating the programme for further improvement.
